# Steps:
01 - Place elbow macaroni and water in a microwave-safe mug of at least 12 oz capacity. Stir to mix.
02 - Microwave on high for 2 to 3 minutes. Stir, then continue microwaving in 30-second increments, stirring after each, until pasta is al dente and most water is absorbed, about 4 to 5 minutes total. Monitor to prevent overflow.
03 - Incorporate milk, shredded cheddar, Dijon mustard, and garlic powder into the mug. Stir until well combined.
04 - Microwave for an additional 30 to 40 seconds until the cheese melts and sauce becomes creamy.
05 - Stir again, adjust seasoning with salt and black pepper, then top with grated Parmesan cheese and a pinch of smoked paprika if desired. Serve immediately.
