# Steps:
01 - In a microwave-safe mug (minimum 10 fl oz), whisk together flour, sugar, cocoa powder if using, baking powder, and salt until evenly mixed.
02 - Add milk, neutral oil, and vanilla extract to the mug; mix thoroughly with a fork until smooth and free of dry pockets.
03 - Microwave on high power for 60 to 75 seconds, until the cake has risen and the center is set.
04 - Allow to cool for 1 to 2 minutes before consuming directly from the mug.
