- Marinate Beef:
- In a medium bowl, toss the beef strips with 1 tbsp soy sauce, 1 tbsp cornstarch, and 1 tsp sesame oil. Set aside to marinate while preparing other ingredients.
- Prepare Sauce:
- In a small bowl, whisk together the remaining soy sauce, oyster sauce, hoisin sauce, rice vinegar, remaining sesame oil, brown sugar, garlic, ginger, black pepper, and 2 tbsp water. Set aside.
- Cook Beef:
- Heat 1 tbsp vegetable oil in a large skillet or wok over high heat. Add the marinated beef and stir-fry for 2&3 minutes until browned but not fully cooked through. Remove from the pan and set aside.

- Add the remaining 1 tbsp oil to the pan. Add broccoli (and bell pepper, if using) and stir-fry for 2 minutes. Add 2 tbsp water, cover, and steam for an additional 2 minutes, until broccoli is bright green and slightly tender.
- Combine and Finish:
- Return the beef to the pan, pour in the sauce, and stir-fry everything together for 2&3 minutes, until the sauce thickens and the beef is cooked through.
- Garnish and Serve:
- Garnish with sliced green onions and serve immediately, ideally with steamed rice.
